Start by cutting out the rusted area you marked. 
Leave the lower piece intact if possible as we have here.


Here the proper piece has been cut off the left upper     patch panel to match the     appropriate fender area. 

The piece is then clamped into place using                butt welding clamps.

(Clamps are available from Eastwood)


Next weld in the patch panel. 
Take extreme care not to overheat the metal.  Weld one spot at a time and let the metal cool between welds - or it will warp the fender!

Note:  Use gloves when actually welding.
